Position Overview

Our client, a leading global specialty insurance organization, is seeking a Senior Cloud Delivery Lead / Technical Program Manager to drive the execution of complex cloud infrastructure and modernization initiatives across a multi-cloud enterprise environment.

This position combines technical cloud infrastructure knowledge, Agile delivery leadership, and enterprise program management. The ideal candidate has a background in cloud engineering, infrastructure, or technical consulting and has transitioned into a delivery leadership, technical product ownership, or program management role.

This is not a traditional Scrum Master or Agile Transformation position. We need someone who understands cloud technologies, can engage confidently with senior engineers and architects, proactively identify delivery risks, remove roadblocks, and drive projects to completion.

The successful candidate will work closely with Cloud Engineering leadership, technical product owners, and engineering teams to coordinate infrastructure modernization initiatives across Microsoft Azure, AWS, and other cloud platforms.

Key Responsibilities

Cloud Infrastructure & Technical Program Delivery

  • Lead the day-to-day delivery and coordination of enterprise cloud infrastructure projects, with a primary focus on Microsoft Azure.
  • Manage multiple concurrent infrastructure modernization initiatives, ensuring milestones, dependencies, risks, and deliverables remain on track.
  • Partner with cloud engineers, infrastructure architects, technical product owners, and business stakeholders to coordinate project execution.
  • Drive initiatives involving cloud migration, infrastructure modernization, containerization, and managed cloud services.
  • Understand technical architecture and infrastructure dependencies sufficiently to challenge assumptions, identify risks, and facilitate technical discussions.
  • Proactively identify potential issues, escalate concerns, and remove delivery blockers before they impact project timelines.
  • Coordinate planned project work alongside operational support and business-as-usual infrastructure activities.
  • Maintain clear visibility into project status, delivery priorities, dependencies, and resource requirements.

Agile Delivery & Scrum Leadership

  • Lead Agile delivery activities within an established, mature Scrum environment.
  • Facilitate sprint planning, daily standups, backlog refinement, retrospectives, and other Agile ceremonies.
  • Manage Jira stories, sprint backlogs, delivery commitments, and progress tracking.
  • Work closely with engineering teams to ensure stories are appropriately defined, prioritized, estimated, and ready for execution.
  • Coordinate dependencies across technical teams and external stakeholders.
  • Ensure delivery teams maintain accountability for sprint objectives and project milestones.
  • Apply Agile principles pragmatically to infrastructure engineering and cloud modernization work.

Technical Stakeholder Management

  • Serve as a primary delivery coordination point between Cloud Engineering leadership, infrastructure teams, and cross-functional stakeholders.
  • Translate complex technical discussions into actionable plans, priorities, and deliverables.
  • Communicate project status, risks, dependencies, and escalation needs clearly to technical and nontechnical audiences.
  • Challenge delivery assumptions, ask informed technical questions, and ensure issues are addressed promptly.
  • Coordinate engineering resources and stakeholder commitments to maintain project momentum.
  • Provide proactive leadership, anticipating challenges rather than simply reporting project status.

Required Qualifications

Cloud & Infrastructure Experience

  • Strong understanding of enterprise cloud computing concepts and infrastructure engineering.
  • Demonstrated experience supporting or delivering cloud infrastructure initiatives involving Microsoft Azure.
  • Working knowledge of AWS cloud environments and multi-cloud infrastructure concepts.
  • Familiarity with Infrastructure as Code (IaC), cloud automation, containerization, and modern cloud deployment practices.
  • Understanding of cloud migration strategies, infrastructure dependencies, and managed cloud services.
  • Ability to participate meaningfully in technical conversations with cloud engineers and architects.

Program Management & Agile Delivery

  • Proven experience as a Technical Program Manager, Cloud Project Manager, Agile Delivery Lead, Technical Product Owner, or similar technical delivery leader.
  • Strong working knowledge of Agile/Scrum methodologies and delivery practices.
  • Hands-on experience with Jira, including sprint planning, backlog refinement, story management, and delivery tracking.
  • Experience coordinating complex infrastructure projects across multiple technical teams.
  • Strong project planning, milestone management, dependency tracking, risk management, and stakeholder communication skills.
  • Ability to independently drive delivery in a fast-paced enterprise technology environment.

Leadership & Communication

  • Confident, proactive communicator who is comfortable challenging assumptions and escalating issues.
  • Strong technical curiosity and ability to understand complex infrastructure discussions.
  • Ability to build credibility with senior engineers, architects, and technology leadership.
  • Highly organized, self-directed, and comfortable managing multiple competing priorities.
  • Demonstrated ability to anticipate problems, remove obstacles, and maintain accountability across delivery teams.

Preferred Qualifications

  • Previous hands-on experience as a Cloud Engineer, Infrastructure Engineer, DevOps Engineer, or Solutions Architect before transitioning into delivery leadership.
  • Experience working within Microsoft Azure or AWS Professional Services organizations, cloud consulting firms, or enterprise cloud engineering teams.
  • Experience delivering large-scale enterprise cloud modernization or migration programs.
  • Exposure to Oracle databases, Oracle Database@Azure, or enterprise database migrations.
  • Familiarity with Kubernetes, containerization, serverless architectures, and cloud-native modernization.
  • Experience coordinating technical infrastructure programs in complex, highly regulated enterprise environments.
  • Cloud certifications such as Microsoft Azure Fundamentals, Azure Administrator, Azure Solutions Architect, or AWS certifications.
  • Experience with Azure DevOps or Microsoft Project in addition to Jira.

Current Technology Environment

The Cloud Engineering organization manages enterprise infrastructure across multiple cloud platforms, with approximately 80% of its current cloud footprint in Azure and 20% in AWS, alongside limited GCP and Oracle Cloud Infrastructure usage.

Major modernization initiatives include:

Enterprise Database Modernization

Migration of approximately 22 application environments from traditional Linux virtual machines and Oracle database infrastructure to Oracle Database@Azure, enabling a more scalable, managed, and serverless-oriented architecture.

Application Containerization

Modernization of existing application and web infrastructure through containerization and cloud-native technologies, reducing dependence on traditional servers and ongoing infrastructure maintenance.

Enterprise Infrastructure Transformation

Delivery of initiatives designed to improve application reliability, scalability, operational efficiency, and the adoption of modern cloud infrastructure services.

The selected candidate will coordinate the technical delivery of these initiatives, partnering with engineers and architects who retain responsibility for
